태국의 대 메콩 지역주의: 애크멕스(ACMECS)를 중심으로

[초록]

본 연구는 태국의 지역주의를 바탕으로 메콩 유역국 내 리더(주도국)가 되고자 하는 애크멕스(ACMECS)의 현황과 정치·경제적 접근 전략을 분석하여 이를 기반으로 한국과 애크멕스 간 상호 협력의 시사점을 제시한다. 애크멕스는 탁씬 정부 시기 태국 주도 하의 지역 협력을 촉진하고자 하는 목적으로 형성되었으며, 메콩 지역 협의체 중 유일하게 동남아 역외국을 포함하지 않는 협력 이니셔티브이자 태국이 직접적 정치·경제적 이익을 실현할 수 있는 협의체이다. 그러나 애크멕스 하 진행된 프로젝트는 대부분 자금조달의 어려움이라는 현실적인 문제로 취소되거나 지연되었으며, 태국의 내부적 불안정과 외부적 위협은 애크멕스의 지속가능성을 비롯하여 메콩 유역 내 태국의 영향력까지 저해하는 요인으로 작용하고 있다. 이에 태국은 한국과 같은 애크멕스 개발파트너 국가들과의 적극적인 협력을 통해 애크멕스 프로젝트의 한계를 보완할 필요가 있으며, 실질적인 경제 문제에 대응하여 애크멕스의 지속력과 영향력을 높여야 함을 제안한다.

This study analyzes the current state and political economic approach strategy of ACMECS, based on Thailand's regionalism, which aims to become a leader (leading country) in the Mekong basin countries, and suggests implications for mutual cooperation between ROK and ACMECS. ACMECS was formed during the Thaksin government with the aim of promoting regional cooperation under Thai leadership. It is the only cooperation initiative among the Mekong region that does not involve external members and Thailand can directly realize political and economic benefits. However, most of the projects under ACMECS were canceled or delayed due to practical problems such as difficulties in raising funds, and Thailand's internal instability and external threats acted as factors that undermined not only the sustainability of ACMECS but also Thailand's influence in the Mekong Basin. Therefore, this paper suggests that Thailand needs to actively cooperate with ACMECS development partner countries such as ROK to overcome the limitations of ACMECS project and increase the sustainability and influence of ACMECS by responding to practical economic problems.
